Regulators are not required by the Constitution, but Congress, perverse as it is, is the body closest to the people, getting put up for election regularly. � Of course Congress should oversee financial regulation and monetary policy from�an unelected Federal Reserve. �That's their job.

I'm not saying that the Congressmen themselves understand these things well enough to do anything �� but that's true of most laws, etc. �If the Federal Reserve says they are experts on these matters, past bad results notwithstanding, Congress can get people who are experts as well to aid them in their decisions on laws and regulations.

The above is not my main point, though. �I have a specific example to draw on: municipal bonds. �As the Wall Street Journal headline says, are they "Safe or Hard to Sell?" �For financial regulation, that's the wrong question, because this should be an asset-liability management problem. �Banks should be buying assets and making loans that fit the structure of their liabilities. �How long are the CDs? �How sticky are the deposits and the savings accounts?

Top Gold Stocks To Buy Right Now

The Dow, the Nasdaq and the S&P 500 closed out Black Friday at record highs. The Dow Jones Industrial Average inched up higher from Wednesday��s close, up 0.36% at 19152.14. The S&P also posted another record finish, up 0.39% at 2,213.35.

More noteworthy: the Nasdaq Composite hit new highs as the index gained 0.34% on the day at 5,398.92. The Trump effect put the hurt on FANG stocks��Facebook (FB), Amazon.com (AMZN), Netflix (NFLX), and Google (GOOGL)��pushing the Nasdaq lower, but they appear to be recovering. Since Nov. 9 through Friday��s close, Facebook was down 2%, Amazon was up 1%, Netflix was down nearly 4%, and Google was down by more than 3%.

Gold, and silver spot prices continued to suffer on fears of rate hikes; both finished down for three consecutive weeks. However, copper hit a new 52-week high at $20.30 per pound, the highest settle value since June 12, 2015.

    We tweak estimates and raise our PT on lower opex in normalized (as with peers). Liquidity doesn’t look to be an issue in the next few years, but the overhang for�Transocean is unchanged��with 16 mostly older UDW floaters uncontracted today and our inability to see enough of an activity ramp to absorb re-entry of these rigs through 2018, downside risk is outsized versus peers. Normalized valuation feels reasonable, but it might give too much credit to UDW activity.

    Tough to see the market growing enough to absorb uncontracted rigs. We commend�Transocean for figuring out how to materially lower its stacking costs on UDW rigs, and are willing to give�Transocean the benefit of the doubt that reactivation costs for some of these assets may not be significant today. That said, with the floater rigcount likely on pace to fall through YE16 (into the 150-160 range from 190 today), and given the seemingly low likelihood that floater activity in 2017 can do better than stabilize, oversupply conditions simply feel too great to allow for these rigs to come back for years to come (thus calling into question their longer-term economic viability). Although we do not believe there is a material technical disadvantage to Transocean’s older floaters, we suspect the first rigs to secure UDW work as (if) demand starts to emerge will be the currently committed 2013+ deliveries (“6th Gen V 2.0″ rigs), of which many roll off contract in 2017. What’s more, we suspect that more sister units to these 6G V 2.0 rigs will also come into contention for work as (1) better capitalized drillers will likely be w

    Transocean Ltd. (NYSE: RIG) was last seen trading up 17.1% at $12.91. Its volume of more than 42 million shares equated to right at 3 times normal volume. Transocean has a consensus analyst price target of $9.72 and a 52-week trading range of $7.67 to $14.50. The company has a total market cap of $4.7 billion.

    Transocean (RIG) finally got around to taking out a loan backed by one of its offshore rigs, and while the size of the loan was bigger than expected–and nearly enough to cover its December maturities–the rate on the loan was higher than expected. Citigroup’s Scott Gruber and Craig Abramson explain:

    After months of discussion, Transocean announced an offering for $600mm in secured notes due 2024. The notes will be secured by the Deepwater Thalassa drillship and will pay a coupon of 7.75%. The offering is set to close on October 19. Transocean expects to receive $583mm in net proceeds from the offering. The issuance will not be 1933 Act registered and instead will be a144A and Reg S filing to allow qualified purchases. Additionally, the notes will be callable after October 15, 2020. The Deepwater Thalassa began its ten year contract with Royal Dutch Shell (RDS.A) in February 2016 at a rate of ~$500kpd.

    The size of the package is in line with previous commentary from management, but still larger than we would have expected given the essentially non-existent bid market for drillships. The company paid ~$900mm for the rig by its delivery in late 2015. We conservatively assumed the company would get $400mm per rig. The yield is higher than our assumption of ~6.5% given the stress in the offshore rig market coupled with the call option. The company is effectively refinancing the December 2016 5.05% notes (~$938mm outstanding) with a much higher coupon. As a result, the effective average interest rate is set to head towards 7% net of capitalized interest.

    The size of the package should be reassuring to investors who have remained cautious on Transocean due to liquidity concerns in the out years as capex and maturities simultaneously come due. Yet the rate raises the company��s interest burden. Thus we believe the news should have a modestly positive reaction on the stock.
